Caramelized Black Pepper Shrimp

1 tablespoon water 2 teaspoons cornstarch 1¼ pound large shrimp, peeled and deveined 1½ tablespoons sesame oil 1 cup snow peas, cut diagonally ½ cup red bell pepper strips 6 white button mushrooms, cut into quarters 2 green onions, sliced 2 cloves fresh garlic, minced 1 teaspoon fresh ground black pepper ¼ teaspoon salt ½ cup low sodium chicken broth 1½ tablespoons brown sugar 2 teaspoons fish sauce ½ teaspoon chile paste 2 cups cooked brown rice In small bowl whisk together water and cornstarch; set aside. Rinse shrimp and pat dry with paper towel. In large wok or non-stick skillet, heat sesame oil over medium high heat and swirl to coat. Add shrimp, sauté for about two minutes, turning to brown on both sides. Add snow peas, red pepper, mushrooms, green onion slices, garlic, black pepper and salt. Stir-fry for one minute and remove from heat. In small saucepan, combine chicken broth, brown sugar, fish sauce and chile paste. Bring to a boil; stir in cornstarch mixture and cook until thickened, stirring constantly. Pour sauce over shrimp and return shrimp mixture to medium high heat.
